Olivia Sapier is a Performance Management and Continuous Improvement Coordinator with the South Carolina Department of Public Health, where she leads agency-wide efforts to strengthen performance management, process improvement, and equity-centered initiatives. In her role, she leads trainings focused on equipping teams with Continuous Quality Improvement (CQI) methodologies such as Results-Based Accountability. Olivia’s team is responsible for the successful implementation of the ClearPoint Performance Management System, aligning strategies, measures, and indicators to track organizational progress.

Committed to advancing equity in public health, Olivia analyzes data to ensure equitable service delivery in the 13 health departments she serves in the Midlands region. She also mentors colleagues to apply equity lenses in quality improvement projects that serve internal and external customers. She is a Certified Professional in Healthcare Quality through the National Association for Health Quality, a Certified Results-Based Accountability Professional through Clear Impact, and a Certified Adult & Youth Mental Health First Aider from the National Council for Mental Wellbeing.

Olivia holds a Bachelor of Arts in Public Health with a minor in Social Work from the University of South Carolina. She is passionate about building a culture of continuous improvement that reduces disparities, strengthens service delivery, and supports healthier communities across South Carolina.
