William “Chris” Haubenestel, FCCM (He/Him/His)

A fifth generation Floridan, Chris, currently resides in Orlando, Florida.  During his studies, Chris began his journey in public health as a clinical research intern at the Florida Department of Health in Orange County where he learned all aspects of clinical trials for persons living with HIV. After graduating with a Bachelor of Science in Health Services Administration from the University of Central Florida, Chris immediately started work in the recruitment of participants into clinical trials and behavior health studies centered around HIV prevention and safer sex practices.  Chris’ interest in HIV prevention services deepened when he became a certified HIV tester and counselor and eventually a trainer for prospective testers.  In his current role as a contract manager for the Florida Department of Health in Orange County, Area 7 HIV Program Office, Chris is responsible for the financial and programmatic oversight of all HIV High Impact Prevention (HIP) contracts, Ryan While Part B contracts, Minority AIDS Initiative (MAI) contracts, and Ending the HIV Epidemic (EHE) contracts in Orange, Osceola, Seminole, and Brevard Counties, Florida.  With Orlando and Orange County being one of the seven EHE jurisdictions in Florida, Chris has played an active role with the planning and implementation of innovative programs under the EHE grant. Chris has also developed strategies to utilize 340B agencies to create a rapid access network to ensure that clients who are living with HIV, whether it is a new diagnosis or a reengagement into care, begin Antiretroviral Treatment (ART) within seven days.  Chris currently serves as a Department of Health Representative on the Florida Comprehensive Planning Network. Chris is highly honored to be a part of the 2024 – 2025 Region IV Public Health and Primary Care (PHPC) Leadership Institute! His goal in this program is to expand his leadership capabilities to increase the presence of younger leaders within the public health workforce.
