Douglas Outlaw works in the Ryan White and HOPWA Program at the South Carolina Department of Health and Environmental Control (SC DHEC). He has a master’s degree in social work from UNE, a certificate in Non-Profit Management from Winthrop University, and is licensed to practice social work in South Carolina. Doug is passionate about improving processes and workflows and working with teams to create innovative and transformative solutions to barriers. In 2018, Doug was selected to complete a competitive, 11-month leadership program at SC DHEC called LEAP (Leadership, Excellence, Achievement Program). The program was designed to develop future leaders within SC DHEC while accomplishing cross-cutting strategic initiatives. When not working, Doug enjoys bowling, traveling, and spending time with his boyfriend, friends, and family.
