Crystal Carter is a results-driven director with extensive experience and a broad spectrum in client relations, project management, and strategic planning. Crystal has held various key positions throughout her career, including Director of Operations at Mississippi State Department of Health (MSDH), where she developed policies on healthcare, education, and the environment, prepared budgets, and coordinated with government agencies, and evaluated program performance to ensure goals were met efficiently and effectively. Crystal started with the Mississippi State Department of Health in September 2010 and has been in public health since then. Her keen analytical skills and strategic mindset allowed her to recommend and implement policy changes that improved operational efficiency As a Project Coordinator at UnitedHealth Group, she managed the annual HEDIS medical record review and supported accreditation activities.

Her role as a Technical Support Engineer at Twilio involved resolving user issues, reporting bugs, and collaborating with cross-functional teams to enhance customer satisfaction.

Crystal holds an Associate of Arts in Healthcare Administration from the University of Phoenix and a Certified Supervisory Management certification from the Mississippi State Personnel Board. Currently, she is enrolled to become a Certified Public Manager through the Mississippi State Personnel Board.
